FLAR, PSO, BHL Explained: Decoding Zoning Parameters for Your Plot

Ask the city planning office what you can build on your lot and the answer arrives as alphabet soup: your zone allows a PSO of 70%, a FLAR of 3.0, a BHL of 15 metres, subject to setbacks. Each abbreviation is doing real work — together they define, quite precisely, the largest building the law will let you put on that land — but nobody hands you the translation.

Here it is. Three parameters, one worked example running through all of them, and the crucial part most explainers skip: how the rules interact, because on a real lot it's never one rule that decides — it's whichever bites first.

Our example lot throughout: 300 m², rectangular, 15 m frontage × 20 m deep, in a zone with front setback 4.5 m, side setbacks 2 m, rear setback 2 m, PSO 70%, FLAR 3.0, BHL 15 m. (Terminology and values here follow Philippine usage under the National Building Code and local zoning ordinances; your city's ordinance is always the governing source.)

Setbacks: the invisible margins

Before the three-letter rules, the older one: setbacks — minimum distances your building must keep from each property line. They exist for light, ventilation, fire separation, and streetscape, and on small lots they are the dominant constraint.

On our example: the buildable width becomes 15 − 2 − 2 = 11 m, and the buildable depth 20 − 4.5 − 2 = 13.5 m. The setback envelope is 11 × 13.5 = 148.5 m² — meaning setbacks alone have already removed half the lot from play. Buyers comparing lots by area alone routinely miss this: a wide-shallow and a narrow-deep lot of identical area can yield very different envelopes once the front setback (usually the largest) takes its cut.

PSO — Percentage of Site Occupancy

What it is: the maximum share of the lot area your building's footprint may cover. PSO protects open space at ground level — the difference between a neighbourhood and a wall of buildings.

On our lot: 70% × 300 m² = 210 m² maximum footprint.

The interaction: your allowable footprint is the smaller of the setback envelope and the PSO cap. Here, 148.5 m² (setbacks) < 210 m² (PSO), so setbacks govern and PSO never actually bites. Flip the geometry — a large lot in a zone with modest setbacks — and PSO becomes the binding rule instead. This is why quoting "70% PSO" tells you nothing until you've drawn the setbacks.

FLAR — Floor to Lot Area Ratio

What it is: the multiplier capping your total gross floor area across all storeys. Where PSO controls the footprint, FLAR controls the bulk — it's the density dial, and for any income-producing project it's the number that sets yield. (Elsewhere in the world the same concept appears as FAR or plot ratio.)

On our lot: 3.0 × 300 m² = 900 m² of gross floor area, maximum, however you stack it.

The interaction: divide the FLAR allowance by your actual footprint to see the storeys it implies. Using the full 148.5 m² envelope: 900 ÷ 148.5 ≈ 6 storeys to consume the FLAR. Whether you're allowed six storeys is the next rule's business.

BHL — Building Height Limit

What it is: the vertical cap, in metres and/or storeys, set by the zoning district — and sometimes clipped further by overlays such as airport clearance surfaces, which can cut below the zone's nominal limit and surprise everyone late.

On our lot: BHL is 15 m. At a typical ~3 m floor-to-floor, that's roughly 5 storeys.

The interaction — and the punchline: FLAR said the lot could carry 900 m², which needs ~6 storeys on this footprint. BHL allows ~5. So the reachable floor area is 5 × 148.5 ≈ 742 m² — the height limit has quietly stranded about 158 m² of FLAR allowance that can never be built. A buyer who valued this lot at "300 m² × FLAR 3.0 = 900 m² of development" overpaid for floor area that exists only on paper.

Pro tip: This stranded-allowance effect runs both ways. If BHL strands FLAR, extra footprint is what unlocks value (is the front setback negotiable on this street type? does the corner-lot rule differ?). If FLAR strands height, the top floors are decorative. Before pricing any lot, compute all four rules and identify which one binds — the binding constraint is the one worth interrogating, negotiating, or designing around. Everything else is slack.

For any lot, the sequence is mechanical: draw the setback envelope → take the smaller of envelope and PSO as the footprint → multiply lot area by FLAR for the bulk cap → check implied storeys against BHL → the lowest outcome is the truth. One warning in closing: parameters are *local*. The same abbreviations carry different values across cities, districts, and street classifications, ordinances get amended, and special overlays (heritage, hazard, airport) override the base zone. Treat every number in this article as method, not fact — and the planning office's written confirmation as the only version that counts.
